Recipient Coverage History

Retrieves the list of changes that have been made to a single coverage record (a particular recipient's policy with a specified effective date).

Mechanism

GET [base]/Coverage/[id]/_history

The id is that returned for the Coverage in the 'search' operation (or provided in the location header response to a create interaction)
